The legal definitions
Arizona law defines an assisted living home as a residential setting that provides services to ten or fewer residents, and an assisted living center as one that provides services to eleven or more residents. Both are licensed by the Arizona Department of Health Services (ADHS).
Side by side
| Assisted Living Home | Assisted Living Center | |
|---|---|---|
| Typical size | 5–10 residents in a converted home | 40–150+ residents in apartments |
| Pricing model | Often quoted with care included — confirm in writing | Base rent + tiered care fees |
| Room options | Shared or private bedroom | Studio, 1-bed, 2-bed |
| Staff ratio | Often 1:5 or better | Varies, typically 1:10–1:15 |
| Nighttime staffing | Staff on-site 24/7; may be awake or asleep with scheduled rounds / call-button response | Staff on-site 24/7; almost always awake overnight |
| Meals | Home-cooked, family-style | Restaurant-style dining room |
| Activities | Smaller, simpler routine | Robust calendar, outings, fitness |
| Best for | Higher care needs, quieter setting, dementia later stages | Social residents, lower care needs, couples |
| Watch-outs | Less amenity variety | Care fees can rise sharply with need |
Care levels: supervisory, personal and directed care
- Supervisory care: general supervision, including daily awareness of a resident’s functioning and whereabouts, and help in an emergency.
- Personal care: help with activities of daily living such as bathing, dressing, eating and medication assistance.
- Directed care: personal care for residents who can’t recognize danger, summon help, express needs or make basic care decisions, such as many people living with dementia.
A home’s license states which of these levels it may provide. Size doesn’t decide the level: a small home can be licensed for directed care, and a large center may not be.
Adult foster care homes
An adult foster care home is a separate, smaller category: a residential setting for no more than four adults, generally ALTCS members, where the sponsor or manager lives in the home. It is licensed differently from an assisted living home.
What families mean by “group home”
Many families search for a “group home” when they mean a small assisted living home. In Arizona licensing, “group home” isn’t a synonym for an assisted living home; the phrase is also used for other kinds of residential settings. When you call a home, ask which ADHS license it holds and which care level it is licensed for.
What it costs
Pricing differs by city, room type and care needs. Smaller homes often quote one monthly rate that includes care; larger centers usually price the apartment and add care levels. Our Arizona cost of care research shows typical monthly quote ranges by setting and city, with the quote count and update date. They are typical ranges, not guaranteed rates or current openings.
Current Phoenix-metro figures from the same research:
| Setting | Typical monthly quote range | Quotes |
|---|---|---|
| Assisted living home, private room | $3,500–$5,000 | 499 |
| Assisted living home, shared room | $2,500–$3,500 | 339 |
| Assisted living center, studio | $2,850–$4,350 | 147 |
| Assisted living center, one bedroom | $3,200–$4,850 | 49 |

Which setting tends to fit which situation
| Assisted living home (10 or fewer) | Assisted living center (11 or more) | |
|---|---|---|
| Feel | A house, quieter routines, fewer people | Apartment-style, more activity and common space |
| Staff attention | Fewer residents per shift, which some families prefer | Larger team; ratios vary by community and shift |
| Amenities | Usually limited; daily life centers on the home | Dining rooms, activities, outings and on-site services |
| Pricing style | Often one monthly rate that includes care | Often base rent plus care levels |
Neither is automatically better or cheaper. The provider’s assessment and written offer matter more than the size of the building. If you’re comparing small homes, see our residential care home help. Leaving rehab soon? See when Mom can't go home after rehab.
