Private pay
Private pay usually combines Social Security, pensions, retirement account withdrawals, and in some cases proceeds from selling a home. Because most Arizona communities price care on top of room and board, the monthly total can move as care needs change.
Long-term care insurance
Policies vary widely. Look for the daily or monthly benefit, the elimination period, whether benefits are indexed for inflation, and which settings are covered. Some policies pay only for licensed settings of a particular type.

For families whose resources will not sustain private pay long term, ALTCS is worth understanding early. Not every community accepts ALTCS, so the program can meaningfully narrow the list of realistic options.
Building a sustainable budget
- Start from monthly income, then add the amount of savings you are willing to draw down each month.
- Assume care levels can increase; ask each community how care fees are reassessed.
- Ask what is included in base rent versus billed separately — medication management, incontinence care, two-person transfers, and hospice coordination are common add-ons.
- Ask about community fees, second-person fees, and annual rate increases in writing.
