Understanding California RCFE Licensing and Inspections
What the record contains
- License status, licensed capacity, and the licensee of record.
- Inspection visits, including periodic and complaint-driven visits.
- Citations, the specific regulation cited, and the plan of correction.
- Substantiated versus unsubstantiated complaints.
Reading it in context
A citation is not automatically disqualifying, and a clean record is not automatically a recommendation. Pattern matters more than count: repeated citations in the same area, citations tied to resident harm, and slow or superficial plans of correction are the signals worth weighing.
Larger communities receive more visits simply because there are more residents and more complaints filed. Comparing a six-bed home to a large community on raw citation counts is misleading.

Licensing history is one input in our research, alongside current availability, pricing, care capability, room and setting options, online reviews, location, and what a family has told us matters. We share what we find and explain how much weight we think it deserves.
Looking it up yourself
Facility records are available from the state's community care licensing search, and the local Long-Term Care Ombudsman program can be a useful additional resource for concerns about a specific setting.
